Project Budget Development Officer

IITA is seeking a Project Budget Development Officer to support scientists and proposal teams in developing accurate, competitive, and compliant project budgets for donor-funded projects.

Key responsibilities:
• Review donor call guidelines and advise on proposal requirements.
• Conduct administrative and technical compliance reviews.
• Support scientists in preparing budgets that comply with institutional policies.
• Identify and assess funding opportunities aligned with IITA and CGIAR priorities.
• Coordinate Director-level approval of Project Summary Forms.
• Develop and update institutional cost databases.
• Maintain the Master Cost Document and update Resource Service Support rates.
• Maintain donor budget templates and costing formats.
• Train and guide scientists and staff on budget development.
• Collaborate with People & Culture, Finance, and Supply Chain units.
• Support preparation of the PDAU annual budget and monitor monthly expenditure.
• Manage supporting documents, including letters of intent, due-diligence documents, and audited financial statements.

Requirements:
• MSc or MBA in Finance, Business Administration, Project Management, Agricultural Economics, or a related field.
• At least five years of relevant experience in project budgeting, grants management, financial planning, or proposal development.
• Experience in an international research or development organisation is an advantage.
• Experience preparing budgets for major donors such as USAID, EU, FCDO, Gates Foundation, GIZ, IFAD, AfDB, the World Bank, or UN agencies.
• Strong understanding of donor budgeting principles, cost eligibility, and indirect-cost recovery.
• Knowledge of CGIAR financial and proposal-development processes is an advantage.
• Proficiency in Microsoft Excel and financial-management tools.
