Job Summary
Under the direction of the Program Manager, the Project Officer MEAL will be responsible for all MEAL related activities of EU-funded Regreening Africa project including: monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism, and compilation of monthly/bi-monthly/quarterly reports. Based in Sokoto with frequent trips to the project area.

Roles and Key Responsibilities
• Facilitate the SMILER workshop at the project start (with CP MEAL Coordinator and MEAL RTA).
• Track the project performance vs. project indicators.
• Create and manage databases to ensure traceability of beneficiaries and assistance provided.
• Conduct a household level baseline study at the start of the project.
• Regularly conduct on-site monitoring surveys.
• Carry out market assessments for new and existing project sites.
• Review, clean and analyze all project data (registration, baseline, onsite monitoring, post activity monitoring, evaluations).
• Ensure mid-term evaluation, Real Time Evaluation, and final evaluation are conducted in a timely manner per donor regulations.
• Elaborate, review, and test all M&E tools.
• Promote ICT4D solutions throughout the project (registration, monitoring, surveys, evaluations).
• Collaborate with the Accountability Officer to establish/manage feedback & complaints tracking.
• Ensure timely submission of baseline, PDM, feedback/complaints, and evaluation reports.
• Support electronic questionnaires (Kobo Collect or similar) and data analysis.
• Train enumerators/daily workers on tools and device use; supervise data collection.
• In coordination with the ICT4D Specialist, maintain the project’s stock of IT equipment.
• Collect/share lessons learned, best practices, success stories and innovations; share recommendations.
• Compile yearly beneficiary data.

English and Hausa

Travel
Up to 30% to field locations

Qualifications
Bachelor’s or master’s degree in information and technology management, Statistics or related. Minimum 4 years full-time MEAL experience (preferably with an international NGO).

Preferred Qualifications
MEAL technical knowledge; database management; quantitative/statistical tools (Access, SPSS, EPI-INFO, STATA, Excel); Power BI (added advantage); GIS/GPS familiarity; strong ICT4D competency; facilitation skills.
