About the role

The Senior Portfolio Manager leads the development of innovative programmes within the Inclusive Health Initiative (IHI), designing project portfolios that support broader country programme goals. The role strengthens coordination across sectoral activities, fosters partnerships with national counterparts and advances CBM’s mission through high-quality programme leadership.

This position will be filled locally in one of CBM’s permanent established entities, including Bensheim, Cambridge, Nairobi, Abuja, Lomé, Yaoundé, Lusaka, Addis Ababa, Kampala and Niamey. The position is filled locally under the contractual conditions of the relevant country; expatriation is not intended.

Key responsibilities

• Set the multi-year strategic direction for the IHI portfolio, including resource allocation, risk management and innovation priorities across Eye Health, Ear & Hearing Health and Physical Rehabilitation.
• Provide strategic oversight of participatory project design, including logical frameworks, budgets and implementation plans.
• Ensure high-quality programme delivery, monitoring and evaluation.
• Align CBM country plans with the Inclusive Health Initiative Strategy.
• Line-manage, mentor and performance-review IHI Portfolio Managers.
• Lead proposal development, programme design, budgeting and donor negotiations.
• Oversee initiative-level monitoring, cross-country synthesis and strategic reviews.
• Track programme outputs and ensure corrective actions are implemented.
• Develop programme and Board-level reports and leadership briefings.
• Coordinate partner engagement and represent the Initiative in programme and sector forums.
• Promote cross-sector collaboration and integrated inclusive-health programming.
• Champion safeguarding, disability inclusion and programme quality.

Qualifications

• Master’s degree in Public Health, Rehabilitation Sciences, Social Sciences, Development Studies or a related field.
• At least 10 years’ experience managing complex health or development programmes.
• Experience across multiple health areas; digital health or health information systems experience is an advantage.
• Experience line-managing programme teams.
• Proven donor engagement and proposal-development experience.
• Experience representing organisations with the UN, governments and donor roundtables.
• Knowledge of policy frameworks and sector standards in at least one IHI health area.
• Experience in project-cycle management, monitoring and evaluation and budgeting.
• Strong partnership management, coordination, leadership, communication, problem-solving and organisational skills.
• Ability to work independently and collaboratively in multicultural settings.
• Excellent English; French or Spanish is an advantage.
• Commitment to disability inclusion and safeguarding.
• Identification with CBM’s mission, values and mandate.
