The Head of Programme Coordination and Innovation Unit will manage and coordinate programme and project conceptualization, proposal development, monitoring and evaluation, strategic planning, donor and government relationships, programme quality, resource mobilization and knowledge management for IOM Nigeria.

Responsibilities
• Manage and supervise the staff of the Mission Support and Innovation Unit, ensuring effective and timely performance of development, implementation and reporting tasks for IOM Nigeria programmes and projects.
• Assess project and funding opportunities; prepare project proposals and concept notes; and review and improve project reports, fact sheets and related documents with programme and project managers.
• Support coordination and evaluation of IOM Nigeria programme and project activities, ensuring timely implementation, quality reporting and corrective action where needed.
• Liaise with donors, project partners, other IOM country offices, the Regional Office and Headquarters to facilitate coordinated implementation, synergies and donor or partner engagement.
• Advise on mainstreaming relevant African Union, ECOWAS, West African Community, IGAD and related regional policies and frameworks into internal systems and national programming.
• Monitor and analyse migration issues, policies and emerging trends; identify priorities; and recommend actions to the Deputy Chief of Mission regarding risks and opportunities.
• Identify priorities, challenges and issues within the Country Office and propose corrective actions.
• Provide guidance to Programme and Project Managers and staff on implementation, monitoring and evaluation, reporting and quality assurance.
• Participate in UN and inter-agency meetings and mechanisms to integrate IOM programmes into inter-agency processes and mainstream migration into Common Country Analysis and Cooperation Frameworks.
• Support cooperation, external relations and liaison with national counterparts, government authorities and other stakeholders.
• In coordination with the Information Management System Officer, provide evidence-based information on project development and fundraising through assessments, analyses, studies and systematic publications.
• Develop and disseminate communications and visibility materials, including quarterly reports, newsletters and flash reports, and respond to information requests from Headquarters and the Regional Office.
• Facilitate knowledge generation and use to improve policy engagement, project development and project management in Nigeria and the West and Central Africa region.
• Perform other duties as assigned.

Qualifications: Master’s degree in Political or Social Science, International Relations, Law or a related field with five years of relevant experience, or a university degree with seven years of relevant experience. Experience in migration, project development and management, monitoring and evaluation, donor reporting, West African regional issues, and liaison with government and NGOs is required. Fluency in English is required; another official UN language is an advantage.
