Overview of position

Our client is an operational arm of the UN and supports the achievement of the SDGs by successfully implementing partners’ peacebuilding, humanitarian and development projects around the world.

For over 20 years, our client’s PSC has provided portfolio and project management services in mine action and explosive hazards, reinforced by comprehensive management and oversight controls.

The cluster implements projects that engage personnel, third parties, assets and other resources to deliver substantive mine-action outputs. Project management follows the organisation’s PMM and includes quality, workforce and talent management, knowledge and information management, health and safety, social and environmental management, gender mainstreaming, diversity and inclusion.

Our client coordinates mine action within the UN system and leads efforts covering clearance, risk education, victim assistance, advocacy and stockpile destruction. It mitigates threats from unexploded ordnance, unsafe weapons and ammunition, IEDs and cluster bombs when mandated or requested.

In northeast Nigeria, our client plans, manages and oversees humanitarian mine-action activities, provides technical support to partners and integrates mine action into humanitarian and development programmes. Following a 2017 technical scoping mission, a team was deployed in 2018 to provide coordination, planning, technical advice and support to affected populations, authorities and the humanitarian community.

Role objectives

The Operations (EORE QA/QC) Associate will work under the overall supervision of the Operations Officer and will:

• Support monitoring, evaluation and quality assurance of EORE and victim-assistance activities delivered by implementing partners, including frequent field visits.
• Verify compliance with gender equality and social inclusion requirements and prevention of sexual exploitation, abuse and harassment obligations.
• Check that community feedback and reporting mechanisms are accessible to women, girls, persons with disabilities and people facing literacy or language barriers.
• Document GESI, accessibility and PSEAH gaps and refer material or recurring issues for follow-up.
• Assist with planning and design of EORE and victim-assistance activities based on differentiated risks, information needs and access barriers.
• Liaise with partners and authorities, including military and security officials, for coordination and monitoring.
• Support local needs assessments, inclusive interviews and safe consultation arrangements.
• Participate in training on EORE, victim assistance and Non-Technical Survey for authorities, teachers, volunteers, humanitarian workers and CSOs.
• Assist with accreditation of trained actors and organisations.
• Map EORE capacity, activities and materials and identify gaps.
• Support quality control of EORE curricula and IEC materials, ensuring accessibility and availability in target-community languages.
• Organise inclusive meetings with affected communities and stakeholders.
• Produce reports and provide on-the-job training to partners.
• Support coordination with implementing partners and participate in Protection, Mine Action Sub-Working Group, Health, MHPSS and Early Recovery and Livelihoods meetings as required.
• Receive partner reports and support information-management records and reporting.
• Train partners to use IMSMA accident, victim and assistance reports to identify needs and monitor referrals.
• Complete mandatory PSEA training and report concerns through designated channels.
• Perform other related duties requested by supervisors or senior management.

Project reporting

The Associate will work under the direct supervision and guidance of the ICS10 EORE Specialist.

Key competencies

• High school diploma with 6 years of relevant experience; or a first-level university degree with 2 years of relevant experience.
• Experience in humanitarian mine action, especially EORE and victim assistance, with a recognised organisation.
• Team-leader-level experience delivering EORE training and messaging. IMAS EORE Level 3 equivalence is required.
• Experience in quality assurance, training and meeting facilitation.
• Experience in community-based education, public-information campaigns and communications.
• Experience in gender-responsive or disability-inclusive engagement, programme delivery or training.
• Knowledge of the UN system and procedures is desirable.
• Non-Technical Survey experience is an asset.
• Fluency in English and Hausa is required. Kanuri or another language spoken in northeast Nigeria is an asset.

Team management

This role has no team-management responsibility.
