Result of service: Provide support focused on trade and investment policy programming and the facilitation of regional value-chain review mechanisms in selected sectors.

The role supports the Africa Trade Competitiveness and Market Access (ATCMA) Umbrella Programme, funded by the European Union and implemented by ITC and UNIDO. The ECOWAS component focuses on reducing market-access barriers, strengthening quality compliance, enhancing value addition and diversification, improving SME capacity and exports, and activating regional value-chain review mechanisms.

Key duties include supporting ECOWAS and national institutions with policy and value-chain platform meetings; preparing reports, concept notes, technical notes, policy briefs, workplans, and presentations; identifying and prioritizing regulatory barriers; supporting policy reforms and public-private dialogues; designing and monitoring regional value-chain review mechanisms; collecting and analyzing data; updating strategy-tracking tools; supporting evaluations and impact assessments; preparing progress reports and communications; supporting workshops and field missions; coordinating outreach and funding-partner engagement; and maintaining communication with the ATCMA ECOWAS Programme Management Unit in Abuja.

Qualifications: An advanced university degree in economics, trade, law, business management, public policy, or a related field. A first-level degree may be accepted with two additional years of relevant experience. At least two years of relevant experience in trade and investment, economic research and analysis, policy or strategy formulation, or development programming. Experience in value-chain or sector development and project monitoring and reporting is desirable.

Competencies include professionalism, independent research, data assessment, economic analysis, project monitoring and reporting, Microsoft Office proficiency, communication, planning and organization, and client orientation. Fluency in English is required; French and Portuguese are advantages. The vacancy is open to nationals of ECOWAS Partner States. The contract will be administered by UNOPS on behalf of ITC. Applicants must be authorized to work in Abuja and are responsible for relocation expenses if selected from outside the duty station.
