JOB DESCRIPTION
Location: Senegal, Cameroon, Lebanon, or any other country where CRS has an office and the candidate can be appropriately based.
Job Summary
The Deputy Regional Advisor, Supply Chain provides advice, guidance, and support for all Supply Chain Management activities and initiatives across countries in the region. This includes supporting the design, implementation, and continuous improvement of agile, compliant, and efficient supply chain systems that support high-quality programming. The role works closely with countries, including regular field travel, and the Global Supply Chain Management team to align regional operations with global strategies, systems, and standards.
Roles and Key Responsibilities
- Support regional and agency-wide supply chain strategies, policies, standards, tools, and best practices.
- Provide supply chain input to proposals, SCM plans, commodity calculators, and procurement plans.
- Promote climate action and environmental sustainability in procurement decisions.
- Support country operations covering logistics, procurement, warehousing, fleet management, ERP systems, annual procurement planning, complex tenders, fleet systems, and performance KPIs.
- Contribute to capacity building through learning, training, workshops, mentoring, coaching, and knowledge sharing.
- Support audit finding resolution, corrective actions, donor compliance, and supply chain risk management.
Basic Qualifications
- Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
- Minimum 7 years of progressive experience in international supply chain, logistics, or procurement.
- Experience with ERP systems; Oracle preferred.
Preferred Qualifications
- Master's degree in a related field.
- Professional certification such as CIPS or APICS.
- Experience managing Global Fund, USG food aid, or other large-scale donor programs.
Knowledge, Skills and Abilities
Strong procurement, trading, import/export, customs, warehouse, inventory, transportation, mentoring, facilitation, communication, relationship management, analytical, organizational, and systems-thinking skills. Experience with FIFO/FEFO, cycle counting, stock reconciliation, ABC analysis, batch/lot and expiry management, dispatch planning, and supply chain KPIs is required.
Required Languages
Fluency in English and French required. Arabic is desirable.
Travel
Must be willing and able to travel up to 30%.
