ALLOWANCES AND BENEFITS

FUNCTIONAL OVERVIEW
The Procurement Officer plans, implements and manages low- and medium-risk procurement processes in compliance with ICMPD’s regulatory framework, ethical standards and donor requirements. Working under the Procurement Team Lead and with project teams, the officer develops procurement strategies, coordinates procurement activities and maintains documentation for audit readiness.
KEY RESPONSIBILITIES
• Plan procurement processes in line with project timelines and ICMPD rules.
• Develop procurement strategies, schedules and consolidated procurement plans.
• Review technical specifications and prepare solicitation documents.
• Support market research and requests for information to identify suppliers and evaluation criteria.
• Coordinate solicitation, bid evaluation and contract-award processes transparently.
• Identify and mitigate procurement risks.
• Prepare or check contracts, coordinate negotiations and kick-off meetings, and monitor post-award compliance.
• Address deviations and suggest contract amendments where necessary.
• Maintain procurement files and documentation for audit readiness.
• Provide guidance and training to project teams on procurement rules and procedures.
• Develop training materials, templates and business processes.
• Prepare statistical reports and procurement analyses, and share lessons learned.
REQUIRED EXPERTISE
• Ability to analyse data, draw conclusions and propose effective procurement solutions.
• Risk assessment and mitigation skills.
• Strong knowledge of EU public procurement and financial rules and/or UN procurement rules and policies.
• Familiarity with ethical, transparent and accountable procurement.
• Ability to provide technical procurement guidance.
• Strong coordination, organisation and teamwork skills in a multicultural environment.
QUALIFICATIONS AND EXPERIENCE
• Master’s degree or equivalent in procurement, supply chain management, business administration or a relevant field. A Bachelor’s degree may be accepted with two additional years of relevant experience.
• At least three years of professional experience in procurement and supply-chain management, preferably internationally.
• Experience conducting or supporting market research, surveys and requests for information.
• Demonstrated experience managing procurement processes from planning through award and delivery while achieving value for money.
• Internationally recognised public-procurement certification, such as CIPS Level 2, is an asset.
• Proficiency in English is required; Arabic and French are desirable.
• Advanced proficiency with standard IT tools and procurement-management systems; e-tendering experience is an advantage.
