UNEP is seeking a Transport Sector Expert to support Nigeria’s NDC 3.0 Implementation Strategy and Investment Plans under the NDC Act & Invest project.

Key responsibilities:
• Review Nigeria’s NDC 3.0 transport measures, baseline data, policies, and gaps.
• Provide technical inputs for the transport-sector implementation strategy.
• Screen and prioritise transport investments using transparent criteria.
• Prepare pre-feasibility studies and business-model analyses.
• Develop investor-ready concept notes and investability packages.
• Support government validation of technical outputs.
• Contribute expertise on low-carbon transport, electric mobility, CNG, mass transit, and emissions standards.
• Participate in consultations and technical workshops.

Requirements:
• Master’s degree in transport planning, engineering, urban planning, energy, economics, or a related field.
• At least 12 years’ experience in sustainable or low-carbon transport, electric mobility, or transport infrastructure.
• Demonstrated experience preparing bankable transport projects and public-private partnerships.
• Knowledge of EV/CNG ecosystems, mass transit, emissions standards, and NDC processes.
• Familiarity with Nigeria’s transport-policy landscape is highly desirable.
• Strong transport economics, analytical, drafting, and project-preparation skills.
• Ability to facilitate participatory workshops and deliver multiple outputs.
• Fluency in written and spoken English.
• Proficiency in Microsoft Office and online research tools.

Project context:
The project supports Nigeria in translating its NDC 3.0 commitments into practical, actionable, and investable plans. Transport priorities include expanding mass transit, transitioning vehicle fleets to electricity and CNG, and adopting improved vehicle-emission standards.
