About SYCAC

SYCAC is a non-governmental and non-profit civil society organization established in Türkiye in 2012. The organization works to support conflict-affected and displaced communities through humanitarian action, early recovery, peacebuilding, social cohesion, empowerment of marginalized groups, and strengthening the capacities of local actors and community initiatives.


Purpose of the Position

SYCAC is seeking to recruit a Project Manager to lead the overall implementation of the project and ensure the successful delivery of all project activities in accordance with approved work plans, timelines, quality standards, and organizational policies.

The Project Manager will be responsible for the day-to-day management of the project, supervision of the project team, coordination across programme, operations, finance, and MEAL functions, and maintaining effective collaboration with local partners and relevant stakeholders. The role also ensures the integration of conflict sensitivity, safeguarding, and risk management throughout the project lifecycle.


Scope of Work

The Project Manager will lead and oversee the following areas:

General Management and Coordination

  • Lead the operational planning and overall coordination of project activities.

  • Develop and monitor periodic work plans and implementation schedules.

  • Supervise the project team and oversee day-to-day implementation.

  • Ensure effective coordination between programme, operations, finance, and administrative functions.

  • Organize regular project meetings and maintain effective internal communication.

  • This position requires regular travel between the target governorates, in accordance with project needs.

Project Implementation

  • Oversee the implementation of project activities across the target governorates.

  • Ensure activities are delivered according to approved plans, timelines, and quality standards.

  • Monitor project progress against agreed indicators and outputs.

  • Address implementation challenges and introduce corrective actions when necessary.

  • Ensure the efficient utilization of project resources.

Partnership Management

  • Oversee collaboration with local civil society organizations and project partners.

  • Ensure the quality of partnership implementation and compliance with agreed standards.

  • Build and maintain productive relationships with local stakeholders and relevant authorities.

  • Represent SYCAC in coordination meetings and relevant events when required.

Monitoring, Evaluation and Learning

  • Oversee the implementation of the project's MEAL framework.

  • Review monitoring data and use findings to improve project performance.

  • Ensure lessons learned and best practices are documented.

  • Supervise evaluations and studies conducted under the project.

Risk Management and Safeguarding

  • Monitor the security and operational context in project areas.

  • Identify project risks and ensure appropriate mitigation measures are implemented.

  • Ensure the application of conflict sensitivity and Do No Harm principles.

  • Ensure compliance with safeguarding policies, the Code of Conduct, and organizational procedures.

Financial and Administrative Management

  • Monitor project budget implementation in coordination with the Finance team.

  • Review financial reports and expenditure against approved budgets.

  • Ensure compliance with organizational financial and administrative procedures.

  • Contribute to budget revisions and operational planning when required.

Key Responsibilities Project Management

  • Lead the overall implementation of the project.

  • Develop and monitor project work plans.

  • Ensure project objectives, outputs, and indicators are achieved.

  • Maintain the quality and effectiveness of project implementation.

Team Management

  • Supervise and support the project team.

  • Allocate responsibilities and monitor staff performance.

  • Facilitate regular coordination meetings.

  • Promote teamwork, accountability, and continuous learning.

Coordination and Representation

  • Coordinate closely with internal departments.

  • Build and maintain relationships with local partners and stakeholders.

  • Represent SYCAC in meetings, coordination platforms, and relevant events.

Reporting and Documentation

  • Prepare and review periodic and final project reports.

  • Monitor implementation progress and project indicators.

  • Ensure proper documentation and knowledge management.

Required QualificationsEducation

  • Bachelor's degree in Social Sciences, International Development, Peacebuilding, Project Management, or another relevant field.

  • A postgraduate degree or professional certification in Project Management is considered an asset.

Professional Experience

  • Minimum of five (5) years of experience managing humanitarian, development, or peacebuilding projects.

  • Demonstrated experience managing multi-site projects, preferably in fragile or conflict-affected contexts.

  • Previous experience working with civil society organizations and local partners.

  • Strong knowledge of the Syrian context, particularly within the target governorates.

Technical Skills

  • Strong understanding of project cycle management.

  • Sound knowledge of conflict sensitivity, Do No Harm, and humanitarian principles.

  • Excellent report writing skills in both Arabic and English.

  • Experience with Monitoring, Evaluation, Accountability and Learning (MEAL) systems.

  • Budget management and financial reporting skills.

  • Proficiency in Microsoft Office applications; familiarity with project management tools is an advantage.

Leadership and Personal Competencies

  • Strong leadership and team management skills.

  • Excellent communication, coordination, and negotiation skills.

  • Ability to prioritize tasks and make sound decisions under pressure.

  • High level of integrity, accountability, transparency, and commitment to safeguarding principles.

Languages

  • Native or full professional proficiency in Arabic.

  • Advanced professional proficiency in English.
